Similar to how resort upgrades work at Disney and Universal. In the case WDW, this is usually due to operational requirements such as room availability or overbooking. Jewels can also be added to items with matching sockets similar to other upgrade components. Requirements

The user will have to take the item to the upgrader, who will explain the process of upgrading the item. These requirements are determined by the level of the item. Weapons are more stringent when opposed to armor.
